Why is eBay listing Puerto Rico as “International”

I have noticed that some “mainland US” dealers will not sell or ship items to Puerto Rico. Even after explaining that we use the same USPS / Zip Codes etc some sellers can not or will not change settings to allow purchases. I have recently been told by a long established eBay seller in California that eBay seller support says “Puerto Rico is International”

SO…what’s up with that?

Is this a new policy or declaration from eBay? Seems quite unfair…

beyond frustrating…

Puerto Rico is easy to ship to, and I ship directly to Puerto Rico using USPS.

Some sellers excluded Puerto Rico and US Protectorates, as well as Alaska and Hawaii.

If a seller excludes those destinations, eBay now will offer those items using eBay International Shipping.

So it's true an item can be shipped to PR using eBay International Shipping, but a seller CAN ship directly to PR and there is no reason not to.

I hope that makes sense.
