Buying Limit - Can't Submi Order

Question

Why do have a buying limit? I downloaded the ebay app and I'm trying to buy one item. I've tried from phone, tablet, and PC. If ebay needs me to verify info, it's not giving me that option. I just get the buying limit message and nothing else. Trying to get answers from the chat bot is useless. Very frustrating. How do I get past this so I can buy this guy's camera? Thanks
