Hi, I just bought something from Japan on Monday 25th May, but I haven’t received a notification that it was shipped. I’m wondering if because it’s an overseas purchase, does it take longer to get the item shipped?

If it is more than 30 days past the last estimated delivery date then you can file a refund request on PayPal up to 180 days from the date of purchase. OR if you didn't use PayPal at checkout contact your bank or credit card to report that you didn't receive the item.
