    Buying from a first time seller.
                     

    If the seller is a first time seller, will eBay hold my payment until i can make sure i have received my item and it works like they said? So they don't take my payment and cancel their account and run?

    No, what eBay has is the Money Back Guarantee:  eBay Money Back Guarantee policy

     

    eBay may hold the money back from the seller if they are new which is standard practice but you have to pay and file a claim if there is an issue with the purchase after you receive it.

     

    If you have any doubts do NOT purchase from that Seller, find a different one with more experience.  Depending on what you are shopping for it could be a scam.
