Yes it is!
The only legitimate way to pay for an eBay purchase is through eBay checkout where YOU choose which payment method to use.
I'm suspecting you may have found this item on another website. eBay has absolutely nothing to do with items found on other websites. If you're not buying from the eBay website, you are not buying from eBay...no matter what the scammer tells you.
Don't respond and don't give out any personal information.
