The seller does not charge anything.
Ebay requires when buyers make an offer, they have their payment information entered so that if the seller accepts the offer, it automatically becomes a purchase and paid for by the funding source the buyer entered when they made the offer.
PER EBAY: When you make an offer, you’re committing to buy the item if your offer is accepted. If you entered your payment method when making your offer, you may be charged if the seller accepts.
