Buying
I’ve inquired about a vehicle on FB market place and the seller says they’re selling through eBay and request name, address and phone number. Once that is done eBay would send me the vehicle and I would pay after I receive. Does this sound like a legitimate thing or a scam?

This is a common scam, and you are dealing with a criminal who is trying to steal your money.
eBay has nothing to do with listings on other sites. If the item isn't listed on the eBay website and if you don't purchase it through the eBay listing, the transaction has nothing to do with eBay.

Ebay doesn't send items.
A car has to be listed on eBay by its seller.
