Buying
I purchased a computer program described as “like new”. When it arrived, there was no serial number included. I reached out to the seller and he said there was none included in the item listing. It is widely known that you cannot use certain programs without a serial number, so describing the item as “like new” is disingenuous as it implies the item is usable. It’s not. The seller additionally indicated when asked that it could be a collector’s item. I’m sorry, but that was listed nowhere in the description. What options do I have as the buyer?

Ebay has a 30-day Money Back Guarantee for Buyer Purchase Protection. If you received something 30 days or less ago that you feel is not as shown in the listing, you can open an Item Not as Described return request on eBay.
The Seller will have three business days to respond with either a prepaid return label or a refund. If they don't, on the 4th day go back to your request and ask eBay to step in and force the refund.
Do not let the Seller convince you to close your request.
