I ordered a venom stand that was $15 or best offer I offer the seller $10 but he never got back to me so I just ended up paying the full $15 + shipping I just received a text from the seller he told me to cancel the order because somebody offered him $25 now he wants me to do a return can he do that

No, do not open a return since you have nothing to return. Do not ask him to cancel your purchase.
Tell the seller that if he will not sell at the price you paid, he must cancel as out of stock, and you will report him for not completing the sale. You can’t force him to ship to you, but you can make him consider the cost to his seller performance.
