Buyer's that win an auction, then offer no payment or communication!
There is a flaw in the ebay system that allows for no negative feedback for "buyers" that win an auction and then not only do NOT make payment, but also offer NO communication as to why payment was not made!

Mentor5 months agoThe buyer has 4 days to pay. If no payment, on day 5, file a cancellation for Buyer didn't pay. That will record an unpaid transaction on the buyer's account. Two of those and the buyer will find s/he cannot bid/buy from sellers who block buyers with 2 or more unpaid transactions. That block will last for 12 months.
