Buyer's that don't pay.
I have a buyer that has repeatedly not paid for items they win the bid on. Am I able to prevent this buyer from biidding in the future?

Yes. You can block the buyer specifically by his ID by putting him on your blocked list. You can also block all buyers with multiple unpaid items. Do both here - https://www.ebay.com/bmgt/buyerrequirements
Make sure you wait 4 days before cancelling unpaid sales so that you can select ‘buyer hasn’t paid’ - that is how the unpaid items get recorded on the buyer’s account.
