Buyers package does not have secure delivery location
I shipped a package on 5/1 to the buyer. It was attempted to be delivered on 5/5 but usps left a note saying no secure delivery location. I have messaged the buyer twice to see if the package has been picked up with no response. The package is just sitting and my funds are on hold because it can’t be delivered. I can’t get in contact with ebay support and it has now been 11 days since shipping. any suggestions

Actually, your funds being on hold has nothing to do with delivery confirmation because you are a new Seller. Your funds will be on hold up to 31 days: Transaction holds | eBay
Once you start selling more the payment holds will be lifted.
As to delivery confirmation, eBay views the ATTEMPTED delivery by USPS the same as a confirmed delivery so you are protected if the Buyer files a claim that they did not receive their package. Just upload tracking to the claim and eBay will close it in your favor.
If the package is eventually returned to you then refund the Buyer for the item price ONLY, not any shipping they paid. You can then add them to your blocked Buyer list on this page and be done with them: Buyer management | eBay
