When eBay policies work against a buyer who did not receive the item purchased, what avenues are available to any buyer?

Unfortunately, for me the eBay system is broken as an eBay message said that they turned my request down and that I had no appeal option. eBay earlier sent a message that the seller would send me a return address label that I never received. This situation makes no sense to me and I think that they are now relying on AI robots to handle their customer service. Since I paid by credit card via PayPal, I have other avenues to obtain a refund as the seller shipped the wrong item and I am no longer able to contact the seller via eBay procedures. That is unfortunate and the process has become very time consuming and painful, when it should have been simple.

(Yes, sadly in this modern era of computer driven and monitored sites like eBa, the tendency is to dump certain tasks into their automated system(s). I think we will see more and more of this where requests, appeals, etc are summarily turned down by a computer. It is hard to say what the long term affects will be on both Buying and Selling communities.)

Sorry that you had problems with the return. That usually happens if the time limits run out.

You are correct that since eBay denied an appeal that your only option is PayPal or or credit card.

The seller will end up having to pay a $20 chargeback fee for not being willing to handle the return.

Please clarify if the item was never received, or if what you received is not as described? Buyers can either file an Item Not Received as soon as it is past 1 day from the last estimated delivery date. Buyers can file an Item Not as Described if an empty package is received or part of the item(s) is missing. There are specific timelines for both types of cases.

The item shipped was a piece of "garbage" that did not resemble the purchased item and I suggested that it was not worth the cost of return postage.

@fspencer Sorry your item is not as described. You should return it for a FULL refund. The seller pays return shipping.

The eBay Money Back Guarantee over rules the sellers return policy. You have 30 days from the date of delivery to file a not as described return request.

Here's what you need to do:

Open a return with the reason doesn't match description or photos.

Let me know if you need to return an item to another country as there are additional steps required. The seller pays return shipping for an item that is not as described no matter where they are located.
