Buyers cancel listings and raise the price and re-list
This shouldn’t be allowed. I had a few items I was interested and I sent offers but right away buyer cancels the listing and re-list at much higher price. Why eBay not enforcing this practice?

I assume you mean SELLER, not "buyer".
Sellers can cancel listings and relist at an increased price. It is not a violation to do so.
