Buyers being refunded on time
I don't think it's fair that I have to wait 7 days for a refund, when the seller clearly messaged me saying he wasn't going to send the item nor was he refunding my money or pay eBay back. After speaking with an eBay agent, I was told to wait 7 days to start a refund claim, which I did. Then I was told after waiting 7 days, that I would have to wait another 3 days, but yet I've been waiting 5 days. Now I can't even be directed to talk to an agent, and they want me to wait a 2 extra days to get an email response from eBay.
So let me get this straight. eBay is quick to refund small amounts of money, but when it comes to hundreds of dollars, eBay just likes to take their time as if buying customers money and time doesn't mean anything to them. eBay has my anger through the roof from the way they're handling my transaction problem! 😡

I'm sorry this has made you so angry.
The item not received refund process is the same for everyone. You can't claim you didn't receive the item until after the expected delivery date. Then the seller has three business days to respond.
There are millions of sales on eBay every day. To handle that volume, there cannot be different rules for each transaction. There is no automated way to handle conversations sent through messaging to initiate a refund. There are times when a seller says he won't ship, only to end up shipping when he learns the consequences.
