Buyer won't leave me alone
I blocked this buyer as he kept changing shipping destination, and changing asking for more on how I pack things, states they need to be done a certain way to arrive to his country,
buyer is in Iran an eBay blocked country.
The guy is constantly messaging me and he keeps adding my listings to his Watch list, eBay doesn't block him and when I send offers its this guy again and again.
He won't relent even after I told him I won't sell to him.
How do I block this guy entirely?

The problem might be because they have the item in their watch list that it's somehow over riding the block. You could end the listing and then relist using sell similar. This makes an exact copy of the listing with a new item number. Unfortunately if you go this route then you do lose your other current watchers. In my experience if the watchers don't respond to good offers then they are not really ever planning on buying so you might not be losing any true buyers by relisting.
