Buyer wins the bid, but then decides she doesn't want item
A buyer had placed a bid, asked me to send pictures of the item beforehand, was excited that she had placed the bid, but then just before the auction ended, she said she had made a mistake and wanted to cancel the bid. She alleges she saw the same item for a cheaper price. She wanted to cancel the bid and then said if I didn't honor the request, she would give me a bad review. So can I just cancel the entire transaction? She never made a payment.

Yes, you can cancel the sale for 'Buyer asked to cancel'
-- Here is a help page where you can learn more, and you can cancel right here, just click the picture of your item and follow the steps.

You may want to block that buyer from future purchases: https://www.ebay.com/bmgt/BuyerBlock

No fees when you cancel because the Buyer asks. That's good customer service.
