buyer will not start an item not received case

Question

I sold item 357449361215 with tracking number 1Z14V49EYW26327794

This item has not been received and tracking information says it was shipped on "Fri, Feb 27 12:02pm

Your UPS Ground Saver® package was transferred to the wrong post office. It is being corrected."

The buyer keeps telling me he has not received his item. I tell him were it is. It was shipper 9 days ago. Tracking number is of no value.

When I click the link for the USPS tracking # on the UPS tracking site for your package, I can see that the package is out for delivery today.
