Buyer wants to return item. No returns was in my listing multiple times
(No Returns) buyer wants to return item, payment on hold. He outbit other buyers won item I shipped it arived early. Three weeks still not paid

If the buyer files a Returns Request for Item Not as Described, you WILL accept the return and pay for a return shipping label. ebay's Money Back Guarantee trumps your No Returns policy. Your policy is only for buyer's remorse: didn't like it, changed mind, doesn't fit, found it cheaper elsewhere. For any of those reasons, you can decline the returns request.
