Buyer waiting more than a month

Question

I had someone purchase an item from us and receive the item more than a month ago. He sent a message this morning stating that the (brand new) item was opened and missing something and even had an envelope in it. I strongly believe that the item was tampered with because it was checked multiple times, by multiple people and sealed shut before being posted and then again before being shipped. Has anyone dealt with this kind of issue?

@bkuy2014 A seller can refuse a eBay refund request if the buyer has had the item more than 30 days.

HOWEVER the buyer can also file a chargeback with their bank or credit card and then you can end up with a $20 fee on top of the refund.
