Buyer turns out to be scammer
I twice tried to sell a coin once on option which eBay informed me they cancelled the transaction due to fraud related to that account. And second time just listed for sale and again scammer making offer. When I tried to report the buyer, they misunderstood and thought I was reporting my post. Nobody to talk to any eBay phone numbers available to talk to a person?

You can add members to your block list on this page: Buyer management | eBay
On that same page near the bottom you can turn Auto-Payment on which will require Buyers to supply a valid payment method before they Bid on Auctions or participate in the Offer process. That will cut out scammers like I think the one you have pursuing your items.
Some scammers will just keep creating new accounts to get around blocks but the Auto-pay will prevent any member form bidding unless they provide a valid payment method.
