Buyer threat to report me unless l send a partial refund
The buyer said the color of the item was not what he expected and felt it did not match the photo so therefor the item had been switched.
l explained it looked different as the photo was taken in bright light and assured him it was the item pictured. Even though l have a no returns policy, l told him that he could return it and get refunded for the purchase price.
He then said that l was lying and he was keeping the item and threatened to report me to Ebay if l did not refund his shipping cost. Now what?

His threats are meaningless. You have offered to take the item back, now it's up to him to open a return or not.
Next time, when a buyer questions a color, let him know that lighting, cameras, your eyes, and the computer monitor used can all distort colors.
A challenge for sellers is that your computer monitor can also show the color differently, so when you list an item, it might look fine to you, but won't necessarily look the same to the buyer on his monitor.
Remember too, that you know what the color looks like in real life and so your brain helps you to see it that way when you look at the photo. I once answered a question here from a seller who swore the jacket she sold was black, but the buyer swore the photo showed it was green. I looked at the listing, and the jacket definitely looked green.
You did all you can do on this one. You offered to take the item back for a full refund. This buyer appears to be fishing for a discount and using the color as an excuse. If the buyer wasn't happy with the color, he'd be happy to be able to return it.
