Buyer states they never bid and won auction
Buyer says they never bid on item but won auction.....seems like a scam. As a seller can I just cancel and it does not affect me.

Actually, you need to wait 4 days and on day 5 cancel so the Buyer gets an Unpaid item strike. At that time the cancellation flow will have this reason to choose for unpaid items, "Buyer hasn't paid". I have had a couple of Buyers tell me that. eBay is trying to crack down on UPIs (Unpaid items) for Sellers so you can Decline their overt cancellation request.
While waiting for the 4 days to complete you can use the Sell Similar function and create a duplicate listing and put it up Active and add that Buyer to your blocked list (page link below). I have done this too. If the Buyer inadvertently pays then you can End the Sell similar listing you made and in the oft chance someone bid on it you can cancel their bids. This has never happened to me when I used the Sell Similar function. If you use the Sell Similar feature and eventually cancel the UPI make sure to un-toggle the "Relist for free" choice on the cancellation flow, otherwise you WILL have two duplicate listings.

If you ever cancel bids you need the Buyer ID(s) and the eBay Item number: Cancel buyer's bids | eBay
