Buyer shipped return and it arrived with postage due
Buyer shipped a return back USPS Ground in a USPS Priority box. Post office wants $8 to deliver to me. Not sure if I should accept the package and pay, or let them return to sender. Can I deduct the $8 from their refund and will Ebay back me up on it? I offer returns with buyer paying to ship. Thanks!

If you refuse the package you will have to issue a full refund.

First, USPS should have flagged that package at the Buyer's local Post Office and charged them there unless they just dropped it off without handing it to a clerk.
If you are a Top Rated Seller you might be able to take advantage of Seller protections and deduct the original shipping the Buyer paid and possibly the $ 8 out of pocket expense if you pay and take delivery.
