Buyer says they don't need to send an item they got a refund for.
This buyer changed there mind about the item and wanted a refund there was a no returns on the listing but I understand that sometimes when you see it in person sometimes you find out that you don't like the item as you thought when buying it. So I figured I am human and understanding so I gave the buyer the refund. I purchased a return shipping label and when I went to send it to the buyer they said never mind they didn't need to send it back! WHAT!!!! Now I'm our the money and the item. How do I get my item returned?

I'm sorry to hear you did that. The proper process is to refund AFTER you receive the item back. Once you refund, the buyer has no incentive or obligation to repay.
If the buyer opened a return and you approved it, you are not charged for the label unless he uses it. If you purchased a return shipping label outside of eBay's return process, you can void it.
You can void a label within 5 days of purchase here:
https://www.ebay.com/ship/lmng/labels-history/my-ebay
It will take about 14-21 days for the refund to come through.
More information here:

If the buyer is will to repay you for the item, you can send him an invoice through PayPal if you both have accounts. You'll need his PayPal email address.
