Buyer says they didn't receive the package but tracking shows it delivered.

what happens if I refund the buyer eventhough the package shows it delivered.? What are best practices to resolve this type of issue?

You do NOT have to refund if tracking shows delivery.

If you refund the buyer, and tracking shows Delivered, none of the carriers are going to reimburse you, and neither is ebay.

I suggest you tell the buyer to take the tracking down to the carrier and have them check their GPS system to see exactly where your package was delivered. If not to your address, they should try and retrieve the package.
