Buyer says package was not delivered. USPS says delivered to front porch.

Question

Called eBay after buyer emailed me that the package was not delivered to front porch. eBay said that I had to investigate and help buyer find the package. I told the representative that there will be considerable time calling the local office and trying to talk to the postal carrier. The eBay Representative that I could just refund the buyer.

Now the buyer wants me to send him another item and I do not have another item like he purchased.

I thought that the seller/shipper has done their part when USPS has documented as "delivered". When did this policy change?

You have no obligation to refund or send another if tracking shows delivered.

Tell buyer:

If tracking shows it was delivered to your address, but wasn't, call or visit the carrier with the tracking number and insist they track down where the package was actually left, which they can do with scans and GPS.

If delivered to a wrong address they will try to retrieve it. Also watch the tracking for a scan it got turned in or returned to the seller. If it shows it was delivered to your address and is now stolen or missing, it is a matter for a local police report and your insurance company. Neither ebay or the seller can help further.
