If tracking shows the item was delivered to the exact address in the Order Details for this transaction, there Buyer needs to open an Item Not Received refund request. Once they do that, you will have only three business days to respond by entering the tracking number into the request. By entering that tracking number, eBay should close the case in your favor.
There is no need to refund.
As for the insurance claim, there is no claim to file since it was delivered.
Since tracking shows the package as delivered the insurance is now voided. The buyer would need to check with the shipping carrier as to where the item was delivered by the GPS scan. If the item was misdelivered then the carrier is responsible for trying to recover the package. In order to win an "Item not received" case they would need to prove you addressed the package to a location different from what they entered when paying for the item.
