Buyer says he can't make an offer

Potential buyer want to use Buy It Now, but that price is too high for him, so I suggested he Make an Offer. He says he can't Make an Offer. Is this person a scammer? Why wouldn't he be able to Make an Offer?

Check your buyer requirements:

Then see if those requirements caused a buyer to be blocked:

https://www.ebay.com/bmgt/blockedbuyeractivities

There is a new feature that requires a buyer to provide a payment method before making an offer; and the buyer may be stymied by that requirement that was put into place to slow down scammers and walkaways.
