If you are not set up to ship to that area there is nothing to fix. You can set up the areas you ship to on this page in your Account settings: Shipping Preferences
Scroll down to the section titles "Exclude shipping locations". In there you can turn regions and individual countries ON or OFF for International shipping. You might be able to opt in to eBay's International shipping program on that page too.
