Buyer returned to sender by mistake
I have a buyer that claims he had all of his mail returned to sender by mistake, and wants the item sent again. Am I correct that since the buyer rejected delivery, he should pay for shipping? And how would I invoice for a new shipping label?

Regardless of how it happened, in that scenario the Buyer loses their eBay Money Back Guarantee. When you get the item back you can refund the item cost but not the original shipping the Buyer paid because that money was spent on the round trip shipment. If you offer free shipping then you refund in full.
eBay expects you to ship to the address on file. You can relist the item after refunding the Buyer and if they want to buy it again.
If you attempt to have them pay you again for another label you would have to provide some type of personal information which could be a security risk.
