Buyer returned item and is now purchasing again..
Hi, any thoughts, insights or previous experience with a scenario like this? A buyer purchased an item from me for $189 and then promptly requested a return because it "didn't fit" and shipped it back an hour after opening the return request. The next day the buyer canceled the return request even though they had already shipped the item back the day before. The returned item eventually got delivered back to me missing the instructions and the original packaging so i issued a return to the buyer minus a 20% missing items fee + shipping costs. I then relisted the item for $108, approximately 40% less than the original listing price because it is now missing the instructions and the original retail box and it is "used". 1 week after re-listing it, the same buyer who returned it, purchases it again. I ask the buyer if he is aware that he just re-purchased the same item that he returned 3 weeks prior and he says yes, he changed his mind and he needs my item. I let him know that i would re-ship the item to him if he agreed to the sale being "final", meaning no returns. He then responded by saying that he agrees if the item is not damaged. Wellll, this is a sore spot for me.. i just went through a scenario where a buyer made a fraudulent "item defective" claim and used the ebay money back guarantee and then returned a totaled/damaged item back to me that i cannot relist and resell. i lost approximately $162 on that deal after i payed for return shipping (even after a long drawn out appeal process, ebay did not agree to help me recoup my losses or split the loss even though i believe ebay is liable for fraudulent buyers)... i considered pursuing arbitration with ebay but decided not to as i received a couple of high dollar sales recently which kind of helped me brush off the $162 loss.... i am weary of fraudulent eBay buyers now and i do not feel like eBay protects its sellers adequately from fraudulent buyers... what should i do?... this present buyer seems suspiciously strange to me... should i proceed with the transaction or should i just cancel the order?... Thank you in advance for any insights. be well~

No sale on eBay is final.
How does one ‘initiate additional seller protections’?
One has to be Top Rated to be able to refund only 50%.
Here is the standards to be met. https://www.ebay.com/help/selling/selling/seller-performance-overview?id=4080&st=3&pos=1&query=Seller%20performance%20overview&intent=Top%20rated&lucenceai=lucenceai&docId=HELP1259

I initiated additional seller protections by canceling the order which had 14 day returns with the buyer paying for return shipping. i then relisted the item with free returns. I have been told by ebay reps that as a top rated seller, i will have the option to refund only 50% if i offer free returns and a fraudulent buyer makes another fraudulent money back guarantee claim and returns a totaled/damaged item to me. 50% is better than the 0% that i was able to recoup from my previous fraudulent buyer losses.

OP1 year agoJust to go full circle with this.. i ended up cancelling the order and relisted with free returns . I told the buyer that if he truly wanted to the item, he could purchase again but i had to initiate additional seller protections first. I have been advised by ebay reps and i also read an ebay article which seems to indicate that if i offer free returns, then ebay will give me an automated option to issue a partial refund if i receive a damaged returned item. Anyway, the buyer did not even look at my new listing and thus, did not try and purchase again. i feel good about the decision to cancel the order. i felt like the buyer was up to something and i really did not want to go through the return process again and leave myself vulnerable to buyer fraud which would result in me having to pay for return shipping if he claimed that the item was damaged or worse yet, receiving a totaled/damaged returned item in the mail and having to swallow losses over $100.
