buyer returned an empty box after refusing delivery
Sold a google phone, the buyer reported the item as not received, so my payment is on hold. The tracking shows that the buyer refused the delivery and an empty box was returned--clearly tampered with. How do I resolve this? Cannot find a way to report the buyer or tell ebay that the item was stolen.
