Bought item advertised as US stock with Free Returns. Buyer must pay Export Fees to return address in China. Bought from US location, item should be returned to a US location

If the seller does not send you the funds to return the item, then you can ask Ebay to step in to help you.

Find the item in your Purchases.
Select See return details.
Select Ask eBay to step in and help.
Select a reason from the dropdown menu, then select Confirm.
