Buyer requesting a refund saying an item doesn't work, offered no proof
I recently sold a motherboard that I tested prior to shipping and it worked. They are claiming it does not work and offered no proof. Do I have any recourse at all? I do not feel it is fair I am on the hook for shipping the item back.

When a buyer says an item is not as described, you have 2 choices - accept the return or refund without having the item returned.
The item could have gotten damaged in shipment. There is no way for eBay to know, so eBay will always say either return or refund.

eBay will reverse the final value fees after you refund the buyer. If you paid any listing upgrade fees like a bold title, those are not refunded.
