I think the buyer should have asked before he made the purchase, so that he could select that option at checkout. You can offer to cancel the purchase for him as buyer requested.
Personally I would charge him for ground and still send priority - on most items that are only a few pounds, the difference is not too much, especially if you are charging the buyer the retail rates. The discount should pay all or most of the difference. This time of year, it is nice to help when you can.
