For seller protection, you are required to ship to the address on the payment. Assuming the member making the request for a change has the same member ID as your buyer, you should cancel the transaction and relist so the buyer can repurchase it, advising him to choose/add the correct address at checkout.
(If the member ID is different from your buyer's, it's a scammer and you can report that to eBay using the report link in the Actions dropdown in the message.)
