buyer requested cancel order
a buyer requested cancel order through ebay after i bought shipping label from ebay and packed and put in mailbox for pickup. ebay sent me message that its to late to cancel but what happens if the buyer refuses package or request return?

If you can't retrieve the package before it gets picked up and the Buyer refuses delivery they will lose their eBay Money Back Guarantee. The item will most likely be returned to you and you can refund the item price but NOT the original shipping that the Buyer paid.
If the Buyer files a return claim there are some reasons eBay allows them to use that will force you to pay the return shipping cost and refund in full within 2 days of getting the item back. You may as well learn now that your no returns policy is very limited and eBay has a number of return reasons that bypass that. Buyers also do not have to be honest on the reason they select for a return.
