Buyer reports items defect but is not.
I recently sold some memory chips and the buyer stated it was defective. I had tested it before posting it and all the sudden its defect? So buyer requested a refund. Once I received it back and tested it. It was working perfectly fine. How do I go about? Appeal? The seller gets a bad marking on their profile?
Wasted time and money. What’s the point of selling if a buyer changes their mind?

Returns are part of Retail sales and THAT is what selling online is.
You have learned that your no return policy is useless if the Buyer claims the item is defective or arrived damaged or is not as described. eBay will side with them and force you to pay for a return shipping label and refund once you get the item back. No returns has a very limited scope on what it will protect you against.
If you fight the claim eBay will side with the Buyer and close the claim refunding them in full. You can use the Report Buyer link on the sold item before doing anything else and let eBay know the Buyer made a false claim and abused the return process. Then some Seller protections may or may not apply: Seller protections | eBay
