4 days after the end of the auction (96 hours plus about one minute, to be precise), cancel the auction using the reason "Buyer has not paid". That option will not be available before that time because eBay's terms allow 4 days to pay for items. If you do that, not only will you be able to relist, but the buyer will receive a strike on their account, and buyers with 2 or more unpaid item strikes in the last 12 months will be blocked by many sellers.
