Buyer refuses to return back item

Question

Buyer received item, they insisted it was not working. I agreed and sent refund. I paid shipping cost to be returned, ebay only provided me a qr code. I sent qr code to buyer to go to usps and have them print shipping label. Buyer refuses to cooperate and return my item. What can i do?

Generally if you want the item back, you issue a prepaid return label, then wait for the buyer to return the item before issuing the refund.

By issuing the refund first (or at the same time), you remove any incentive the buyer has to actually return the item; a refund prior to a return is often a sign the seller does not actually want the item back.
