buyer refuses to cancel order on a card i purchased. i guess he got more money for the card but he will not cancel the order.

Do you mean the seller?
Sellers are not obligated to comply with cancellation requests. Some will, some won't, and some cannot do it for order-processing reasons.
When you purchase an item, you are committing to completing the sale. If the seller takes remorse returns, you can return the item at your expense for a refund. Check the return policy on the listing.
