Buyer purchased an item on 6 January and still has not paid. I am unable to contact the buyer.
There is now a message on Ebay that response is not available at this time. The buyer sent me a message on 1/20/2023 giving me his phone number and asking me to call or text because he didn't have his laptop, and other reasons. I did not respond to that message and I did not send an invoice I want to re-list the item again and bypass this buyer. How can I do that?

You can relist your item now. [Transactions time out automatically after 30 days if no further actions have been taken.]
Next time a buyer hasn’t paid … CANCEL the transaction on Day 5 choosing ‘Buyer hasn’t paid’ as the reason for cancelling. You can then relist immediately.
