Buyer provided wrong ZIP, USPS signature delivery is weird, my funds are on hold :(

SITUATION:
1. Posted item with USPS. Tracking said delivered. eBay put hold put on payment stating incorrect ZIP code and no proof of delivery-
2. After that notification I went and looked at written address and ZIP on Google maps. They are miss-matched. Written looks correct (It is a 3rd party shipping company, 4PX. Looks like this person is using them as I only allow North America shipping).
3. I payed for signed delivery to make sure I get indisputable proof of delivery to the North America address. I downloaded the delivery confirmation - Address on confirmation is a USPS location in Parkrose near the address. It notes, 'Individual picked up at postal facility.'
4. The signature is 'Parkrose Firms,' and the printed name is 'PARKROSE.' Researching online that (firms) is apparently some system of signing for a mass delivery of packages, but it does not state who exactly (person, or company) picked up the package.
QUESTIONS:
A. I have shipped to the North America (buyer provided) address and have USPS delivery confirmation. Why do I have to wait so long for my funds? What happens now is surely the responsibility of the buyer (and if they are shipping internationally, them and their third party shipping company).
B. If there is a challenge on successful delivery completion is the buyer responsible, as they supplied me with the incorrect ZIP code?
C. Could USPS be responsible for not getting a signature from someone at the actual delivery address?
