Here's what I found:
The eBay Buyer Protection Fee is a mandatory charge added to purchases from UK‑based private sellers, consisting of a £0.10 flat fee plus tiered percentages (7% up to £20, 4% from £20–£300, 2% from £300–£4,000), and it is already included in the item price buyers see.

Yes, I saw that and was a little confused by the question BUT, it is also possible you inadvertently logged in on the UK site. We get UK members posting here on a regular basis and we send them back to the UK eBay domain.
