Buyer only received 4 of the 6 items I sent him. There is a conflict. When does EBAY step in?
I sent a buyer six hinges through USPS by using the preprinted label that I purchased through Ebay. . He only received four of the six. He discovered that there was obvious tampering with the box. I showed him a USPS receipt showing that the box and all of the contents weighed 12 lbs and 13 oz when I sent it. He weighed the box after delivery with contents and it was a little over 8 pounds, so missing roughly 4 pounds between the time I sent it and the time he received it. Obviously somebody took two of the four hinges from the box. He said there was extra tape around the box. I feel like I have satisfied my part of the bargain; However, he only received four of the six so when does eBay step in to help? And eBay does not make it easy for us to contact them for this type of problem. How to fix this?

What are the chances that someone would want to steal two hinges? It seems more likely that there was damage to the box that caused two of the hinges to fall out.
eBay will not step in unless to help the buyer get refunded. You likely will be blamed for not packaging up the box securely.
The buyer is entitled to a full refund upon return of four hinges they received … with you paying the return shipping … OR 1/3rd of their purchase price if they agree to keep the remaining four.
You MAY be able to recover partial payment from the shipping company if the package was insured.
eBay really isn’t part of the problem.
I’m very sorry this happened.
