Buyer not receiving item(s)
I have been with eBay for 8 years now and never had any issues until now. Recently (2) customers had notified me concerning their item(s) that they had not yet received, even though the tracking #'s indicated that they were delivered to the correct address and within your designated timeframe. Once I have shipped with proper tracking, my commitment should have ended. To avoid hassle, I immediately issued refunds. I am not happy because I feel that I, or eBay themselves, are being scammed by the buyers. In other words, customer received product, but then filed a dispute claiming they never received the product. I'd appreciate any help on this matter, as I demand of myself to follow proper procedure. I never had problems with this before in the past, and I would like to maintain my 100% rating. Respectfully, a concerned seller.

If tracking indicated that the items were delivered to the buyer's shipping address, you should not have had to issue a refund. If the buyer(s) filed a Refund Request due to item not received, all you had to do is respond with the tracking number and tracking information to prove delivery.
What to do when a buyer opens an item not received request
In the email you received telling you the buyer’s issue, select See request details. You’ll find information on whether the buyer is requesting a refund or would prefer to still receive the item. You’ll also see your response options:
Add tracking details: You’ll need to provide tracking within 3 business days of the request being opened, if you haven’t done so already. In order to be protected, tracking must be from one the shipping carriers integrated with eBay and must include the date you shipped the item, the date it was delivered, and the address it was delivered to. If the order has a total cost (total of item(s), shipping and tax) of $750 or more, it should also show the signature confirmation of the recipient.
