Buyer not paying after winning action
After winning an auction the buyer was never heard from. Surely this is Negative conduct.

That happens at times. You only have to wait 4 days and then on day 5 you can use the drop-down menu on the item and select Cancel. A pop up will open and there is another drop down menu for you to select a reason for the cancellation, select Buyer hasn't paid.
The Buyer will get one Unpaid Item strike on their account, if they get 2 in 12 months they will have trouble bidding and buying on eBay until one of the strikes rolls off their account in 12 months.
