Buyers can only receive positive feedback so they will only have 100% buyer feedback.
eBay gives buyers 4 full days to pay, after that sellers can cancel for non-payment. Buyers will receive a non-payment strike. Sellers can set their accounts so that buyers with strikes can not purchase from them. You can do that here https://www.ebay.com/bmgt/buyerrequirements
Since you are selling using buy it now listings you may want to turn on the require immediate payment option. This way the item is not sold until the buyer pays, no unpaid items. You can find a check box in the pricing section of the listing page. You may need to turn it on under the see all options menu.
Also you can require buyers who make offers to have a payment method before they can make the offer. If you accept they are charged automatically, again no unpaid items. You can also do the same for auctions if you do them. The setting can be turned on on the same page linked above.
