buyer never receive item yet tracking shown delivered

I shipped Fedex Ground Economy and buyer saying item never arrive but fedex tracking number shown delivered. how do I as a seller file a claim ?

FedEx also did not take any proof of delivery pictures. Are we very sure if eBay will be on my side if request charge back. Expensive item and I cannot file claim

If the tracking shows the package as delivered this is no longer your problem but the buyers. FedEx will not pay any claim for a package scanned as delivered. If the buyer opens an "Item not received" case you enter the tracking number into the case notes and eBay will rule in your favor. Even if the buyer opens a charge back with their payment source they would have to prove you shipped to a different address to win the charge back as tracking will prove delivery of the item.
